There's already a fence between the two countries that is guarded quite effectively by Americans using sophisticated technology from what we are told. If sophisticated technology isn't good enough, then yes, obviously it's time to upgrade to umm... a pile of bricks.

Pretty much. It is dubious that American employers even really WANT illegal migrants stopped, since they provide such a good source of cheap labour. It would be much cheaper and more effective to simply tighten labour laws to prevent illegals getting any work at all.
