He does not lie, he promotes conversation and negotiation.
He is a manager. Sometimes, as a manager, you have to bluff, and you have to make those around you aware of all the options around you.
Stating something that he would not do is not lying. It is teaching the opposing force that it is an option he has the opportunity to take. Not that he wants to take it, he just wants to teach them that it is an option he could take.

@AMERICA1ST I guess it depends on your definition of bitching. For me, speaking words in personal frustration expecting nothing to change is BITCHING.
