There must also be price controls or regardless of whatever income you make someone will take advantage of it. Be it housing, food, etc... the market knows what you can bare to pay so that you can never get ahead.

Government entities does not have to pay state minimum wage only federal, that includes cities and schools and any business grossing $500,000 or less
