There must also be price controls or regardless of whatever income you make someone will take advantage of it. Be it housing, food, etc... the market knows what you can bare to pay so that you can never get ahead.

Let the individual states decide if you don't like the law fire the lawmakers,and make the law apply to all employers in the state with no waivers or exceptions

Government entities does not have to pay state minimum wage only federal, that includes cities and schools and any business grossing $500,000 or less
Nothing under $20.
