I'd take issue with "just", but there's no doubt that the PR is an important motivation.

I haven't read the whole thing, but it'll be pulled apart all over the place, which is part of the point: keeping the focus on the "facts" the DNC thinks are pertinent, instead of all the whatabouts the other side keeps throwing out there.

Think of it as opening a new battle front, which they may need badly if Trump fires Mueller.
