If California wants to allow illegal aliens and non-resident aliens here legally to vote in state and local elections, that's the prerogative of the voters in the state, but as this would involve federal elections, as written.
As such, the automatic registration should be invalidated because of California's failure to comply with the Real ID Act of 2005 that mandates SSN and Immigration status be required for issuance of a license acceptable for air travel, access to federal buildings, etc. Since California operates under an extension to Real ID, currently, their desire to add to ranks of voters automatically to affect federal elections should be extended until the state is in compliance with federal law.
