Why Would My Parakeet, Boo-Boo, Be Saying “I Can’t Breathe”?

He started saying it this morning. Obviously, if he can talk he’s breathing.

When I had cockatiels, I had one during the Bill Clinton/Monica Lwwqinaky ere that used to holler "RAPE!" Just that word, and in the middle of the night when we were sleeping to boot.
