What should be done to someone who dumps puppies outdoors when the temperature is in the teens?

Five 2-week old puppies found next to a dumpster in a northwest Oklahoma City Walmart parking lot. They’d been out there an estimated 20 minutes and the animal rescue people said they would have died 30 minutes later if they hadn’t been found.

Same thing happened here in Adelaide a month back. Except it was a hot day and the person had sealed the pups in and airlock dog food bag and left them in the bin at a park. The lady who found them adopt some. The culprit hadn't been found yet.

@Thevy29 this upsets me in so many ways. wherever this behavior comes from, its that part of humanity which makes all that is wrong with the world: famines, war, violence, neglects, inequalities. hurting a puppy comes from the same dark side of humans as any other atrocities ever committed by them.

@reflectingmonkey And with a story like this you'd think they would keep you up to date with the investigation. But sadly they don't and cruelty to animals continues.

Thank goodness these puppies were found in time to be rescued alive.

@greenmountaingal about 30 years ago there were articles in the campus newspaper about someone finding possums hanging up in a tree after being ritually tortured. The campus police was asking for any witnesses to come forward and they said they had concerns that the person who did it could potentially do it to children or others. They never solved that crime.

@SarahAndSamantha the puppies are being cared for at a rescue center till they can be taken care of until they are 8 weeks old & then adopted out.

@carpediem Laws were different back then. Because of that family our city passed a law limiting households to a maximum of 4 adult dogs and 4 adult cats. I have a neighbor who moved across the street that has 4 cats and 4 dogs, lets the cats roam.

@cherokeepatti I have a neighbor who feeds feral cats. They're breeding and destroying the ecosystem here. They kill birds, crap on porches and lawn furniture, and are awful creatures. We've asked them to stop as it's illegal to do do. But they think they're some sort of animal heroes.

They're bad neighbors. Several of us are planning to eradicate the area of these feral creatures by live catching, neutering, and then sending them somewhere else.

@Soossie People have always dumped pet animals, usually they do it out in the country thinking they’ll find a nice home. Sometimes we’d find them half-starved to death. One time my neighbor found kittens climbing up his tree.
