Been a dog person all my life. Never been bitten or had any problems. There is a right way to meet new dogs that has worked for me.
Helps to be an alpha male since they have pack instincts.
Smile but don't stare at them.
Let them see your open hands.
Say hello but let them come to you.
Let them smell any part of you they want to. Don't be embarrassed if they smell your crotch. It's like Caller ID for them.
Rub their back and behind their ears but not aggressively.
Once they have accepted you, sit down and spend time with them. You have made a new friend.

I think most can, but then some just pick up on their master's feelings toward you and mirror them. I've experienced both.

@Shewolfiie69 i think the meaning of negativity is different for them ..they will take the side of their masters no matter how rude or evil the master is to other persons ..i have noticed this in quarells b/w me and my brother ..if we are arguing in loud pitch and even though i am being loud and aggresive my dog growls at my brother to shut up ( she loves me more 😁) ..and in my neighbours there are few ladies who once had a quarell since they dint pay a shopkeeper once and the ladies 'bitch growled at the shopkeeper and barked at him ..ferociously ..so dogs and cats are loyal to their masters always .

@Shewolfiie69 then also they judge based on their appearances like my bitch always starts barking at people who just stares at her or me and do not touch me or her or do not talk to me ..she see that person as threat or people who starts running after seeig her ..most dogs I had used to bark at people who were dressed shabbily ike torn ckothes or at a burqa clad lady ..they see them as evil ..never understood why.

Yes as cats do.if i come into a room and they have a pet ive never met the animal will come over to me.same with children.
