Is it common for cats to seek revenge?

3 days ago I was walking my dog Loki when we came across 2 cats getting it on in a back alley. I recognised the big black cat as a feral that's been hanging around the neighbourhood and thought I'd help reduce the feral cat population by letting Loki off the leash. Loki is not a vicious dog. He likes to get into a cats face and bark at it. Which is precisely what he did. The female bolted but the male stood his ground for a bit before slinking off.
Loki came back to me and we continued our walk.
Fast forward to now and I caught site of the Black Cat (Dubbed BlueBalls) outside my house again. His been hanging around the last 3 days giving me the stink eye. Is this normal behaviour for a cat?
I was attacked the other day while talking on the phone. Oomph.

She's been stressed lately. Lol. Guess she felt a need for me to feel her claws and teeth in my ankle. Gah.

Yes. Very normal. Cats are vindictive. I love them, but they do hold a grudge.
