Because of the high water bill my dad opened and closed water when I showered, because I was taking long showers.Was this proper form of restriction?

When I was 14, one month we got a high water bill and my father gathered my sister my mother and me in the living room and he starter to yell at us that we are using too much water and that he must take some measures. He told my mother that she will do the dishes only with cold water and he told my sister that she will use lesser water for brushing her teeth. Then he yelled at me that I am taking showers too long and that he will control a water flow when I take a shower. Tomorrow morning a I got up and I went to a bathroom to take a shower, but my dad entered with me and he told me that I have 30 seconds to wet myself then after putting a soap on I have one minute to wash myself. I removed my clothes and I entered the shower and he used a stopwatch and ordered me to start and stop. When I washed myself he told me that I have adittional 30 seconds time to wash my privates. When I did that he told me to wipe myself and to get dressed. This was his type of punishment and control and it went on for a year until a water bill returned to normal.
