I don't live in Italy and have never visited yet, so I only understand some of the jokes here in "dividing Italy"..but could you give me a little context about a few things. Like... why is that part (Genoa?)jokingly known to be stingy, and what is the joke about that white part next to Rome that "does not exist"?

@Scribbles The Genova-stingy is a popular stereotype stereotype and I think it has a long story, mostly related to the fact that in the middle age there were banks in Genova so they used to keep money, instead of spending it. It's a very strong stereotype even today, related to Genova and sometimes the whole Liguria (Genova's region)
The white part covers the small and little populous region of Molise, called Molisn't XD cause there's something famous about every region of Italy, a city, a food etc, but when it comes to Molise... what's the main city in Molise? What's the most famous food or person? No one knows... XD So here it is the joke about Molisn't. Of course there are also books about this silly fact.
