Your section for filters means you have to select what you DON'T want rather than what you DO want. For example, when you go to a restaurant, you don't grab the menu and show the waiter all the things you DON'T want to eat.

Here's a better way...

"If you would like to control which members can contact you directly, select the relevant options below to select who you want to receive messages from. Other user's messages are redirected to the Messages Requests page instead. You will also not receive notifications of these messages."

Now you only tick the ranges who you want to hear from, not the ones you want to block.
