Why people make promises they can't keep ?

Sometimes they let you down through no fault of theirs or they forget

at the time they don't believe they can't keep it. That is why is is always best to be careful and if needed vague when you promise something. Always keep intact the precious right of deniability. Most politicians are masters of that trait.
