gdp.pc <- pwt[pwt[, "country"] == "austria", "rgdpe"] / pwt[pwt[, 1] == "AUT",]$pop [I'd Rather Get To Know You Than Small Talk]

Can someone pls explain this R code?

Never done R, looks terrible.

If the country is austria or rgdpe, or country code AUT, pops it out of the dictionary. This is my wild guess.

It looks like a database pointer. The dot pc extension is an Oracle ProC script. You can probably look up the push file in the manual.
